Regulatory Overview

As an EU-based carrier operating from Finland, FinPost Express is required to comply with all applicable EU regulations that govern international shipments. All parcels are screened to ensure compliance. The following information outlines key rules you should be aware of before sending a parcel.

Customs Thresholds by Country

Each destination country sets its own duty-free import threshold. If the parcel value exceeds the threshold, the recipient will be required to pay customs duty and/or VAT.

Restricted Recipients & Destinations

Parcels cannot be delivered to individuals or entities listed on applicable sanctions or watch lists. Some geographic destinations are also restricted or require additional verification. It is the sender's responsibility to confirm that the recipient and destination comply with current regulations.

Please note: parcels must contain items strictly for personal use only. Shipping large quantities of the same item (identical clothing, electronics, cosmetics, etc.) is considered a commercial shipment and will not be accepted for forwarding via postal services. If you need regular delivery of goods for business, please contact us for individual terms.

Customs Requirements

All parcels must include a completed CN23 customs declaration form. The form must accurately describe each item, its quantity, and its value in euros. We recommend using HS codes for accurate classification. The declared value must match the actual value of the goods — under-declaring to avoid duties is illegal and may result in seizure. Incomplete or inaccurate customs forms may cause delays or rejection at the border.

Luxury Goods Export Restrictions

Export of luxury goods — items valued above €300 — is prohibited.

Your Responsibilities as a Sender

By using FinPost Express, you confirm that: the recipient and destination are not subject to restrictions; the parcel contents are not prohibited; all customs declarations are complete and accurate; you have the legal right to export the items. You are responsible for the contents of your shipment and any consequences of non-compliance.

Consequences of Non-Compliance

Non-compliance may result in: seizure of the parcel by customs authorities, significant fines, and loss of shipping privileges with FinPost Express. FinPost Express reserves the right to refuse, hold, or return any shipment that may violate applicable regulations.

Frequently Asked Questions

Standard delivery starts from €22 for a parcel up to 2 kg. EMS starts from €37. The cost depends on weight, size and destination country. You can calculate the exact price on the "Prices" page.
EMS — from 10 to 16 business days (Moscow, St. Petersburg). Standard delivery — from 10 to 24 business days. Delivery times for other cities may vary slightly.
Fill out an online order on the website, specifying the destination country and parcel dimensions. We will contact you for confirmation. A courier will pick up the parcel at your address in Helsinki, Espoo or Vantaa.
Weapons, narcotics, radioactive substances, animals and plants are prohibited. For Russia — additional restrictions on electronics, microchips, industrial equipment and luxury goods over €300.
Yes, a CN23 customs declaration is required for every parcel. We will help you fill it out when sending.
Yes, EMS is available for delivery to Russia only. For other CIS countries, standard delivery is used. EMS is express delivery through Finland Post.
Standard delivery: maximum weight 20 kg, maximum size 100 × 80 × 76 cm. EMS: up to 30 kg, maximum size 150 × 80 × 80 cm. The sum of three dimensions must not exceed 190 cm (standard) or 250 cm (EMS).
Yes, we offer home pickup in Helsinki, Espoo and Vantaa. The service costs €20. Arrange the date and time with our manager.
EMS starts from €37 for a parcel up to 2 kg. Full EMS rates: up to 5 kg — €49, up to 10 kg — €79, up to 15 kg — €103, up to 20 kg — €127, up to 30 kg — €175.
Clothing — yes, it is one of the most popular types of shipments. Electronics — with restrictions: Russia has restrictions on importing certain types of electronics. Please check with us before sending.
After sending, you will receive a tracking number. Enter it on the "Tracking" page on our website or on the Finland Post website. Tracking is available at every stage of delivery.
Duty-free threshold for parcels from Finland: €200 and 31 kg for Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan. If the threshold is exceeded, duty is charged in accordance with the legislation of the destination country.
